Our client is a Public Sector organization responsible for managing and coordinating maritime operations within its jurisdiction. The organization focuses on strategic planning, resource management, and ensuring the readiness of maritime forces to address various challenges. It plays a crucial role in maintaining maritime security, conducting search and rescue missions, and fostering international maritime collaboration.

Project Description:
The Senior HR Consultant will lead the design, implementation, and management of a comprehensive recruitment and training initiative aimed at hiring and upskilling technical staff. Collaborating closely with various departments, the consultant will ensure the project's objectives in terms of quality, timelines, and staffing numbers are achieved.

Primary Tasks and Responsibilities:
Recruitment:
Collaborate with operational leaders to identify technical staffing needs.
Define job profiles, draft, and post job advertisements.
Develop innovative strategies to attract top technical talent.
Education:
Assess the skills of newly recruited technicians and determine training requirements.
Design a technical training/education program in collaboration with subject matter experts.
Organize training sessions, either internally or through external partners.
Monitor the effectiveness of training through performance indicators and refine the program as needed.
Project Management:
Plan and coordinate key project milestones, ensuring strict adherence to deadlines.
Prepare regular reports to inform management on project progress.
Facilitate effective communication among all stakeholders.
Post-Integration Support:
Oversee the onboarding process for newly hired technicians.
Implement tools to measure satisfaction and performance of new hires.
Technical Profile Requirements:
Experience: Minimum of 7 years in a similar role, particularly in recruitment and training for technical positions.
Strong expertise in technical recruitment processes and skills assessment.
Prior experience in recruitment for public organizations is an asset.
In-depth knowledge of training methodologies for technical roles.
Proficiency in project management tools and HR software.
Solid knowledge of MS Office tools (Word, Excel, PowerPoint, etc.).
Non-Technical Profile Requirements:

Results-oriented mindset with attention to detail.
Methodology/Certification Requirements:
Education: University degree in Human Resources, Project Management, or an equivalent field. Specialization in technical skills management is a plus.
Language Proficiencies:
Dutch: Native-level proficiency (mandatory).
English and French: Excellent communication skills in both languages.
Location:

Primary work locations: Port of Bruges (Bruges) and Antwerp, Belgium.
Remote work is limited.
Duration:

Start Date: ASAP (notice period will be considered).
Contract: Initial contract of 6 months, with possible extensions for long-term collaboration.
